This article describes the emerging bipartisan political coalition supporting commercial competitiveness as a rationale for research and development, points to selected changes in legal and funding structures in the 1980s that stem from the success of the new political coalition and suggests some of the connections between these changes and academic science and technology, and examines the consequences of these changes for universities. The study uses longitudinal secondary data on changes in business strategies and corporate structures that made business elites (...) in the defense and health industries consider supporting competitiveness R&D policies. The article identifies and assesses an array of national R&D legislation concerned with competitiveness that was passed in the 1980s and 1990s and that has implications for academic R&D. The effects of competitiveness R&D policies on universities and academic science and technology are appraised by analyzing changes in time-series data on science and technology indicators compiled by the National Science Foundation. Informed consent is reviewed as it applies to psychiatric patients. Although new legislation, such as the Mental Health Act 1983, provides a useful safeguard for the protection of the civil rights of patients, it could actually reduce their humane care unless applied with sensitivity for the nature of their unique difficulties. In order to guard against this possibility, we suggest that legal requirements should be considered in light of the ethical principles which underlie them. Three principles are considered: those of (...) autonomy (freedom); beneficence (paternalism); and the fiduciary principle (partnership). Psychotherapy is offered as a model for informed consent, which might be generalised to other clinical situations. (shrink)

This paper examines the perceived ethical values of Malaysian managers. It is based on the opinions of 15 hypothetical ethical/unethical business situations from the 81 managers who agreed to participate in the survey. The findings of this study showed that these Malaysian managers have high ethical values. However 53% of the respondents believed that the ethical standards of today are lower than that of 15 years ago. Apparently, this is related to the existence of many unethical business practices prevalent in (...) the modern business world. The behavior of one's immediate superior is the most important factor in influencing managers to commit unethical practices. The results also indicate only a slight variation among the managers in terms of perceived ethical values by virtue of job position, job specialization, type of business activity or the size of the business organization. Whether from the standpoint of the purity of his life, the daring originality and novelty of his thought, or the extent of his influence in shaping the culture of the world, it would be hard to beat the record of Buddha. Even making every allowance for the common idea that no man is a prophet in his own land, it is (...) difficult to believe that for the last thousand years Buddha has been practically an exile from the land of his birth. It is nothing short of an irony of history, and nothing short of a tragedy for India, that the great unifying force that he represented in his time and does represent even to-day has been allowed to run waste and the great moral stamina that he sought to supply failed in its historic mission. Names of Romans in Josephus are notoriously liable to corruption. Two minor characters in his account of the assassination of Caligula have so far defied plausible emendation, ‘Timidius’ in A.J. 19.33–4 and ‘Bathybius’ in 19.91. The sources of Josephus’ account of this dramatic episode were unquestionably high class—two, rather than one, Latin historians, as Wiseman has demonstrated, the main one being Cluvius Rufus, the other possibly Fabius Rusticus.
